Dangerous Move

I was going through my pictures from previous rides and came across this one. How does this person justify passing me in this situation the way they are. As you can see from the picture they are completely over the double yellow line and there is no way they can see what is coming their way because of the hill. I'm just always amazed by idiot drivers.
